- The REACH Report on Community Safety The REACH report is a 10-year plan to create a culture of community safety in Edmonton in one generation. It was created by a group of community leaders who consulted more than 500 Edmontonians and more than 45 service agencies. In the report are nine recommendations made by the Edmonton Taskforce on Community Safety that focus on three themes: 1) Investing in children, youth, and families, 2) Catalyzing change, and 3) New leadership.
